Draft Master Plan For Stromlo Forest Park

The period for comment on the Draft Master Plan for Stromlo Forest Park closed on
4 September.  Neale Guthrie has advised that Territory Venues and Events and the Master Planning Team are meeting this week to discuss the implications of public comments on the Draft Plan and the next steps in the process.  He will contact the ACT Equestrian Association next week to arrange a time and place for a meeting to advise the outcome.

We did get our message out there with some good publicity. We had interviews played on the main ABC station and one on 2666.  Tim Gavel and Bronwyn Fagan gave us a mention on their sports program and we had a short interview on WINTV.  After the Mountain Bike Championships even Ross Solly mentioned our unhappiness with the Master Plan.

In the meantime, ACTEA has had the opportunity to discuss the matter with the Chief Minister.  He has made it clear that while he has not yet seen the Draft Master Plan, it is not his intention to exclude equestrians from Stromlo Forest Park.  He has also stated quite clearly on public radio that he remains committed to Stromlo as a multi-use park.

Thank you to all those people who contributed by sending in feedback on the Plan or writing to Andrew Barr or Jon Stanhope.  We can only wait and see what the final draft looks like before we take any further action.

Cotter Road Traffic Management Plan

ACTEW ran a community information workshop on Traffic Management for the Cotter Dam upgrade on 15 September.  The workshop was attended by representatives of Cotter Road users and residents.  Cycling groups appear not to have sent representatives although they were invited.  In summary we were advised:

·     Construction works should start in October and be completed at the end of 2011.
·     Daily vehicle movements over this time have been revised down for light vehicles but remain pretty much as they were for heavy vehicles.
·     The heaviest traffic will be in the last quarter of 2010 and the first half of 2011.
·     At its peak in the first quarter if 2011 there will be 242 light vehicle movements each day and 114 heavy vehicle movements each day.
·     Light vehicles will follow a normal peak hour traffic pattern but the heavy vehicles, carrying cement and fly ash to the construction site will be constant over 24 hours.
·     This means, on average, one heavy vehicle passing a given point on the Cotter Road every 12 5 minutes.

The very large B-doubles have sophisticated monitoring equipment that will enable ACTEW to police their behaviour on the road.  This is not the case for smaller trucks and light vehicles.

ACTEW has proposed a tiered strategy to manage and control traffic:
·     Shared roads policy
·     Traffic management plan
·     Traffic control plan
·     Heavy vehicle tracking and monitoring
·     Driver education

So far ACTEW has developed a shared roads policy that is a high level statement of intent.  It does not deal with on the ground issues on the Cotter Road.  Watch this space.


Enlarged Cotter Dam Community Engagement and Stakeholder Management Reference Panel

The President of ACTEA has been invited to be part of a ten member reference panel for the Cotter Dam Project.  The purpose of the panel is to provide feedback to the Cotter Dam project about the success of its community engagement.  The process involves answering questions at quarterly intervals about satisfaction with the provision of information and responses to issues raised in consultation processes.


Car Rally in Stromlo Forest

There will be a car rally in Bluett’s Pines and that part of Stromlo Forest between the Tuggeranong Parkway, Cotter Road, Coppins Crossing Road and William Hovell Drive on the weekend of 26-27 September.  The rally clubs often close the area well before the race to enable them to mark the course.  Look out for signs on gates etc to tell you when areas will be closed.


Stateline Piece on Equestrian Park

Stateline has done a 7-minute piece on the new sand arenas at Equestrian Park.  It will be shown on Friday 25 September.
